Actually no, it was not terrorist attacks by Palestinians that provoked an Israeli counter attack. Jordan had been conducting massive artillery attacks on targets ranging from Jerusalem all the way to Tel-Aviv as well as conducting airstrikes against several Israeli airfields. In the West Bank, Jordan had deployed some 45,000 of its own troops, two armored brigades, an Iraqi brigade (yes Iraqi) as well as two Egyptian Commando Battalions. Israel pulled off one of the most incredible battlefield "Hail Marys" of all times by wheeling forces around from the Egyptian Front to attack the Jordanian center near Jerusalem (which Jordan's forces had surrounded), in short, they broke the siege around the city and hammered the vaunted "Arab Legion" so severely that it was forced to retreat east of the Jordan River. Jordan had been convinced to attack Israel by the exaggerated reports of Egyptian successes against the IAF (Egyptian command claimed to have destroyed 75% of the IAF).

Jordan did try to absorb the Palestinians, Jordan offered citizenship, the price renounce all Palestinian claims. Most refused and the world got Black September, Jordan feared being overrun by the PLO so King Hussein drove the Palestinians out of Jordan.
