So let me see if I can paraphrase Judge Michael Stoke's argument - "Because you commited a crime that no decent human being would ever commit, you must by definition have psychological problems and are therefore a victim and should not be punished".

Evidently this young girl was willing, but she was too young to legally give consent. Both she and the young man knew they were committing a crime. The judge just gave them both a pass.
