First, as others have noted, the question is misleading as the President wouldn't be able to outlaw anything. That decision lies with Congress. But even then Congress really would not be able to outlaw it even if they wanted to. The Supreme Court took care of that question in two cases:

1. Griswold v. Connecticut, 381 US 479 (1965) - overturned Connecticut's law regarding contraception but was a ruling that applied only to married couples

2. Eisenstadt v. Baird, 405 US 438 (1972) - expanded the Griswold decision to include unmarried individuals

No doubt - he uses the Constitution as toilet paper and he must be stopped! The amount of misinformation and intentional misrepresentation of reality of our laws is such a huge battle that must be fought on a daily basis. I think it's easier for people to just listen to the headlines rather than evaluate a "story" and determine its authenticity.
