Paul Ryan explains debt limit deal

Ok I’ll admit some of this is a bit over my head, but I’ll tell you what I think he said and then some of you smarty pants commenters can correct me. In regard to forcing future Congresses to abide by the trillion in cuts, Ryan said they have legal statutory caps on spending now so that if departments (cumulative) hits that cap, then sequestration kicks in and begins to spending. And it appears to me that according to Ryan, the bulk of the trillion dollar spending cuts that we get over the next decade comes from those spending caps. So basically we aren’t cutting real money but the growth in government.
