Whether you think he was in on it or he’s just an idiot, former IRS Commissioner Doug Shulman doesn’t come out of this questioning looking good at all. Trey Gowdy can’t seem to make Shulman understand that it should have been his job to investigate the targeting of conservative groups instead of just relying on the IG, especially considering the insidious nature of what was happening.
