This morning in a response to a question about China, Cain mentioned in his answer that China is “testing in order to be able to improve their nuclear arsenal”, which is certainly a little different than what he said two days ago. Some will say this is a clarification and others will say that what he said earlier was a misstatement. You already know where I stand on this.
